JOB DESCRIPTION
1. Business analysis and transformation consulting
Survey current business operations, administrative procedures and information systems at ministries, sectors and local authorities (As-Is).
Design target processes (To-Be) focused on digitalization, interconnection, procedure reduction and data reuse.
Propose solutions aligned with the Vietnam Digital Government Architecture Framework and the agency's digital government architecture.
Contribute to investment proposals, plans, IT projects and IT service-leasing projects: needs statements, scope, technical requirements and preliminary cost estimates.
Advise agency leadership on the digital transformation roadmap, assessment indices (DTI, citizen and business service index) and investment priorities.
2. Requirements management
Elicit requirements through interviews, workshops and surveys with stakeholders at all levels.
Write BRD, SRS, FRD, User Stories, Acceptance Criteria and Use Cases.
Model processes and data using BPMN, UML, ERD and Data Flow diagrams.
Manage scope, change requests and requirements traceability throughout the project.
3. Delivery coordination
Work with PMs, POs, Solution Architects, Developers, QA and UX/UI to ensure solutions meet real needs.
Manage the product backlog and take part in Agile/Scrum ceremonies.
Organize UAT, support go-live, train users and drive change management.
Evaluate post-implementation results and propose continuous improvements.
4. Team leadership (BA Lead level)
Assign, supervise and review the quality of the BA team's deliverables.
Establish standards, templates and best practices for business analysis.
Coach, train and develop junior and mid-level BAs.
Take part in recruitment and performance reviews.
REQUIREMENTS
1. Education and experience
Bachelor's degree in IT, Management Information Systems, Public Administration, State Management or a related field.
Senior BA: 5+ years of BA experience. BA Lead: 7+ years, including at least 2 years managing a BA team.
Delivered at least 2 public-sector digital transformation projects from survey to operation (e.g. administrative procedure systems, online public services, document and work-record management, sector databases, LGSP data integration and sharing platforms, Intelligent Operations Centers (IOC), Project 06 applications).
2. Professional skills
Strong command of BABOK business analysis methods; proficient in BPMN, UML, User Stories and Acceptance Criteria.
Understanding of public administration processes: one-stop shop, inter-agency one-stop shop, document management, reporting regimes, inspection and audit.
Knowledge of the legal framework for digital transformation and digital government: the Law on Electronic Transactions, the Law on Data, regulations on administrative procedures in the electronic environment, personal data protection, information system security by level, and management of IT investment funded by the state budget.
Understanding of data connection and sharing with national databases (population, land, enterprises…), the National Public Service Portal, VNeID and the NDXP/LGSP platforms.
Experience with Agile/Scrum and Waterfall/Hybrid; proficient with Jira, Confluence, Draw.io/Visio; able to write basic SQL.
3. Soft skills
Strong communication, presentation and workshop facilitation skills with both leadership and end users.
Critical thinking, problem solving and scope negotiation.
Leadership, coaching and stakeholder management skills.
English reading comprehension for professional documents; good spoken English is an advantage.
4. Nice to have
Certifications such as CBAP, CCBA, PMI-PBA, PSPO/CSPO, or a certificate in IT investment project
management.
Experience working at or for ministries, sectors, provincial/city People's Committees, departments or public service units.
Experience building digital government architecture or provincial/ministerial digital transformation plans.
Knowledge of Data Analytics, BI, executive dashboards and AI/virtual assistants in government agencies.
Experience preparing design documents and the technical requirements section of bidding documents, and taking part in IT project acceptance.
