JOB DESCRIPTION
1. Project & Delivery Management
Take full ownership of end-to-end project delivery, from requirements gathering and project planning through execution, acceptance testing, and final handover.
Manage 2–3 projects concurrently, ensuring adherence to agreed scope, timelines, quality standards, and resource constraints.
Develop and maintain Project Delivery Plans, Work Breakdown Structures (WBS), effort estimates, resource allocation plans, project schedules, and key milestones.
Manage project scope, change requests, risks, issues, and dependencies; assess their impact on timelines, resource requirements, and delivery commitments.
Proactively address project delays and resource constraints; propose corrective actions, develop recovery plans, and negotiate necessary adjustments with clients.
Monitor and track key delivery metrics, including project progress, sprint velocity, task completion, resource utilization, and defect rates.
2. Team Leadership & Resource Management
Lead and manage an offshore development team of 4–5 Software Developers based in Vietnam.
Participate in technical interviews, candidate selection, and team building to ensure alignment with project requirements.
Assign tasks and responsibilities based on individual competencies, project priorities, and delivery schedules.
Monitor team productivity, provide coaching, and adjust work assignments to improve individual and overall team performance.
Support the resolution of technical issues while ensuring software quality and compliance with established engineering standards.
Coordinate with relevant stakeholders to ensure resource availability and alignment with project delivery plans.
3. Client & Stakeholder Management
Serve as the Primary Point of Contact for Singapore-based clients, taking responsibility for delivery coordination and direct client communication.
Act as the key liaison between clients, business users, and the offshore development team in Vietnam, ensuring alignment on requirements and expectations.
Independently lead client meetings in English, including requirements discussions, project planning sessions, sprint reviews, progress updates, and issue-resolution meetings.
Analyze and clarify business requirements, acceptance criteria, and priorities, ensuring mutual agreement on project scope.
Manage client expectations and proactively communicate project risks, scope changes, timeline adjustments, and resource constraints.
Propose and negotiate appropriate solutions when conflicts arise between business requirements and delivery capabilities.
4. Technical Leadership & Solution Delivery
Provide technical leadership and oversee the development of web applications using C#, .NET Core/.NET 6+, ReactJS, Microservices, RESTful APIs, and SQL Server.
Evaluate technical feasibility, solution designs, and architectural decisions to ensure alignment with project objectives.
Participate in the assessment, planning, and coordination of legacy system migrations from .NET Framework 4.8 to modern .NET versions.
Support the resolution of technical challenges related to system architecture, application performance, database optimization, and system integration.
Oversee code reviews, testing, deployment activities, and adherence to established software development standards.
Coordinate the implementation of cloud solutions, CI/CD pipelines, and containerization while managing technical risks, technical debt, security, and scalability considerations.
5. Offshore Delivery & Onsite Assignment
Manage offshore delivery operations in Vietnam, ensuring effective coordination and collaboration with Singapore-based clients.
Be available for short-term business trips to Singapore as required by project needs.
REQUIREMENTS
1. Project & Team Management — Mandatory (8-15 years of experience)
Minimum 05 years of Software Engineering experience, with a solid Full-stack Development background.
At least 03 years as a Technical Lead, Delivery Lead, or Project Manager, with direct delivery responsibility.
Proven experience managing development teams of 4 or more developers.
Experience in End-to-End Project Management, including Requirements, Scope, Planning, Estimation, Resources, - Risks, Changes, and Delivery Tracking.
Ability to manage multiple projects/workstreams concurrently, allocate resources, and resolve priority conflicts.
Experience handling change requests, resource constraints, low productivity, and schedule delays.
Experience working directly with clients/business users, preferably international clients in IT Outsourcing.
Experience in recruitment, mentoring, coaching, and technical team development.
Proactive in decision-making, problem-solving, and taking ownership of delivery commitments.
2. Technical Competencies — Mandatory
Strong proficiency in C#, .NET Core/.NET 6+, and Enterprise Web Application Development.
Hands-on experience with ReactJS, JavaScript, HTML5, CSS, and jQuery.
Experience with Microservices Architecture, RESTful APIs, and System Integration.
Strong proficiency in SQL Server, Database Design, and Query Optimization.
Experience migrating applications from .NET Framework 4.8 to modern .NET versions.
Ability to review system architecture and technical designs, assess technical risks, and resolve complex technical issues.
Ability to evaluate effort estimates, technical feasibility, and technical impacts on project delivery.
3. Communication & Client Management — Mandatory
Fluent English, with the ability to independently lead client meetings, present solutions, and negotiate delivery commitments.
Ability to translate business requirements into technical tasks and delivery plans.
Strong skills in stakeholder management, negotiation, problem-solving, and expectation management.
Ability to collaborate effectively with multinational technical teams and business stakeholders.
Willingness to travel to Singapore for short-term business assignments.
Experience with IoT, Sensor Data, Azure IoT Hub, and real-time data processing.
Knowledge of OT/IT Integration, Industrial Applications, and Historian Systems.
Experience with Azure/AWS, Docker, Kubernetes, CI/CD, and DevOps.
Experience with Flutter/Dart or VueJS.
Background in IoT, AI Integration, or Industrial Projects.
Certifications such as PMP, PRINCE2, PSM, or CSM.
Experience in onsite or offshore delivery for Singapore-based clients.
